Deputy Director Keiji Itami provides insight into the tense atmosphere. Chief of Staff for Eastern Command, Juzo Nogizaka, suggests keeping Kafka’s revelation under wraps.
Itami agrees but proposes using Kafka as a weapon. A scientist suggests keeping Kafka as a living weapon, leading Director General Isao Shinomiya to decide that Kafka will be further evaluated.

Inside his mind, Kafka sees the infecting kaiju, repeatedly saying ‘kill’ and ‘kaiju.’ In reality, Kafka loses control, moving and roaring like a true kaiju. Episode 11 ends with Kafka charging at Isao while Kikoru questions if Kafka is still human.
